A district office is the custodian of Thai civil-registry records: it issues and certifies house registration entries, birth, marriage and death records, and some statutory declarations made under Thai law. A notarial attorney handles private documents intended for a foreign recipient. Foreign filings typically start at whichever body owns the record, then move to translation, the MFA and the embassy.
